Job Description :
The Urban Unit, operating under the Planning & Development Board of the Government of Punjab, Pakistan, has announced a vacancy for the position of Senior Program Manager - Software Engineering.  This role is based in Lahore, with a deadline for applications set for March 16, 2025. 
 
Principal Responsibilities: Project Leadership: Oversee and manage software engineering projects, ensuring they align with organizational goals and are completed within established timelines and budgets.

Team Management: Lead and mentor a team of software engineers, fostering a collaborative environment that encourages professional growth and high performance.
Stakeholder Communication: Serve as the primary liaison between stakeholders and the software engineering team, effectively communicating project progress, challenges, and solutions.
Quality Assurance: Implement and uphold quality assurance standards throughout the software development lifecycle to ensure the delivery of reliable and efficient software solutions.
 Contribute to the strategic planning of software development initiatives by ensuring that they are in line with the organization's long-term goals. 

Qualifications:

Requirements for Education: A Master's degree in Software Engineering, Computer Science, or another related field is required. Experience: Candidates should have a solid background in software engineering and project management, but specific experience requirements are not specified. The age limit for applicants is 50 or younger.

Required Experience:
 An additional advantage will be previous software development experience in public sector organizations. Must have demonstrated proficiency in implementing and utilizing: 
  • SDLC Methodologies
  •  Architecture Oriented to 
  • Services N-Tier Architecture
  •  Various Styles of Design Tools 
  •  Techniques for Software Quality Control and Assurance Tools and Techniques for Software Configuration Control
  • Work with teams to complete projects that span multiple business units. Build and inspire team members to achieve project goals and adhere to their responsibilities and milestones as on-site leadership for the project team.
  •  Perform analytically and creatively in a problem-solving setting while demonstrating excellence, innovation, and teamwork.
  •  Using appropriate SDLC methodologies and control guidelines, plan, design, and carry out a wide range of software projects with varying scopes and scales. 
  • Take ownership of the full project life cycle from initiation to complete deployment to make a successful project delivery
  •  Manage project change requests, issues, risks, resources, and schedules to ensure project completion on time. 
  • Manage the day-to-day project activities and resources and chairs the project management team meetings
  •  Directs operations in executing production tasks according to a documented schedule that meets or exceeds customer expectations.
  •  Produce detailed time line for each application release and implements effective project control by monitoring the progress of the software release and reporting the status.
  •  Control and give priority to the work of subordinate employees. Review all designs, code and unit test plans where applicable.
  •  Understand interdependencies between technology, operations and business needs
  •  Support how solutions will address client goals while remaining in line with industry best practices by demonstrating functional acumen.
  •  Serve as the project's internal check for quality control. When necessary, represent the software's functionality in customer review meetings.
  •  Provide support for the on-going software projects and work for customer satisfaction
  •  In the areas of system design, modification, or troubleshooting, perform liaison duties between users, operations, and programming personnel.
